In September of 1999, the Diocese of Dallas issued a Safe Environment Program for Schools and Parishes, its Mission Statement reading as follows:
As Christian adults, we have a moral and legal responsibility and are entrusted by God with the spiritual, emotional and physical well-being of children. As they participate in activities within or sponsored by our Diocese, it is our responsibility and commitment to provide an environment which is safe and nurturing.
This program was to be implemented in each parish as soon as possible. St. Mary’s Church, School and sister parish in Whitesboro, St. Francis of Assisi Catholic Community, established a Safe Environment program that September. The Safety Program established goals and objectives to meet the Mission Statement, defined screening procedures for employees and volunteers, and established a Safety Officer and Committee roles. In addition, a training program was developed “To Reduce the Risk of Child Spiritual, Emotional and Physical Abuse” for all employees and volunteers. St. Mary’s Church coordinates Safe Environment training with St. Francis Catholic Community.
